Housing and Blight
Address the blight issues throughout county. This will improve the housing stock in the county, as well as the quality of place that many residents see is an issue. Address the problems of absentee ownership. Consider ordinances such as Unsafe Building Law, Demolition by Neglect Ordinance, and Local Historic/Conservation Designation. Consider the mix of available housing, given the change of demographics. For example, the younger demographic desires more market-rate rental options. Downtown second-story housing or converting vacant homes into market rental homes may be a solution to consider.
